The executive order applies to all new rules, regulations, or guidance issued by federal agencies, including the Department of Transportation, the Department of Labor, and the Environmental Protection Agency. To ensure compliance, the Director of the Office of Management and Budget (OMB) is tasked with standardizing the measurement and estimation of regulatory costs. Additionally, the order stipulates that for fiscal year 2025, the total incremental cost of all new regulations, including those repealed, must be significantly less than zero.
