Federal agencies must run their own OSHA programs under Executive Order 12196 and 29 CFR 1960, including training for supervisors, collateral duty safety staff and employees. ETC, a woman-owned small business, delivers OSHA, HAZWOPER and DOT hazmat training to federal teams on-site or at our Phoenix and Tucson classrooms.

What federal agencies must train
Executive Order 12196 makes every federal agency responsible for its own safety and health program. Subpart H of 29 CFR 1960 spells out who must be trained. Here is how each role maps to our courses.
Federal OSHA, not ADOSH
Arizona’s state plan does not cover federal employees, so federal OSHA rules apply to federal workplaces in Arizona (OSHA: Arizona State Plan). We train to the federal standards your inspectors and your agency’s federal agency program expect.
Training we deliver to federal teams
- Supervisors and collateral duty staff: OSHA 30-Hour General Industry for offices, warehouses and maintenance shops, and OSHA 30-Hour Construction for facilities and project teams.
- Environmental and response teams: HAZWOPER 40-hour and 24-hour training, with the HAZWOPER 8-hour annual refresher to keep them current.
- Shipping and logistics: DOT hazmat training and IATA dangerous goods for anyone who packs, labels or signs for hazardous shipments.
- Waste and facilities: RCRA hazardous waste training, confined space and fall protection.
- After an incident: root cause analysis for safety staff who investigate accidents.
Agencies we have trained
Teams we have trained include the Department of Defense, U.S. Customs and Border Protection and Veterans Affairs. In Arizona we also train more than 10 state agencies and the cities of Phoenix, Tucson, Chandler, Surprise, Buckeye and Yuma. ETC has delivered EHS training and consulting since 1993.
FAQs
Can you train on a base or inside a secure federal facility?
Yes, we bring the class to your site. Send us the access and escort requirements when you request a quote, so instructor clearance never holds up your training date.
Do you train collateral duty safety officers?
Yes. OSHA 30-Hour gives collateral duty staff the broad hazard knowledge 29 CFR 1960.58 asks for. We add root cause analysis for officers who investigate incidents.
Can you train teams at several federal sites outside Arizona?
Yes. We deliver on-site training anywhere in North America, and can schedule several sites on one quote.
